MINUTES OF A SITE MEETING HELD AT POLYPHANT GREEN ON WEDNESDAY 21 MAY 2003 AT 09.15 HOURS. PRESENT Chairman Richard Allen Cllr Kevin Jasper Cllr John Newby Cllr Iris Curley Cllr Dave Parnell Clerk Driver for Darley Ford Travel David King - Cornwall County Highways representative. APOLOGIES CC Ken Scoble The Chairman, Richard Allen, commenced the meeting by outlining the history from the PC's aspect. The current route plan does not take the coach onto Polyphant Green for collection of children. They are collected on a T-junction outside of Polyphant Chapel. This ensures there is no double routing of the driver's journey. Children are then collected at Hicks Mill. Currently there are three children who use the services of the coach at Hicks Mill and 17 who collect the coach in Polyphant. If the route plan went onto the Green it would be necessary for the driver to reverse using narrow roads and more importantly children and members of the general public could be using the roads at any time. The children would be vulnerable and the driver stated that it was against the law to reverse the coach where children/public would be crossing. It was accepted that the safety of the children was the whole issue of the proposed siting of a bus shelter and the coach needs to be aware to expect the unexpected/vulnerability of children and the general public. It was agreed that to reverse the coach was a non-starter. The County representative David King listened to proposals to re-route the coach journey. It was put forward by the PC that the coach drives down into Polyphant and then onto the A30 via Two Bridges. This would only be feasible if the children at Hicks Mill accept that to collect the coach they would need to come up to Polyphant. Currently children who collect the coach at Polyphant come from distances equal to that of Polyphant to Hicks Mill it is understood. The coach driver considered that this would be an option. It was agreed that the PC would approach the parents of children at Hicks Mill to consider their feelings. The County representative enquired on the duration of the journey time from Polyphant Green to Two Bridges rather than Hicks Mill. The driver considered there would be little difference but say an additional five minutes in overall time needed. The County representative also enquired about the condition of the narrow road from Polyphant Green to Two Bridges. After general discussion it was agreed that the group would take a bus journey from the Green to Two Bridges and from there onto Hicks Mill back to the Green. The County representative will need to consult on our meeting before reporting back to us.
