Minutes of the ordinary meeting of Lewannick Parish Council held at POLYPHANT
VILLAGE HALL on Thursday 19 June at 20.00hrs. The meeting was open to
press and the public.
ATTENDANCE

and Clerk.

There were three memers of the public present at the beginning of the
meeting. Two parents, mrs M Clare and Mrs M Dyer who had been invited
to attend were extremely concerned about a recent site meeting with Mr
D King, Passenger Transport Unit and CCC regarding the proposed bus shelter
at Polyphant. They had since received a letter from him and were under
the wrong impression that the change to the bus route through Polyphant
had already been decided. The Chairman explained that we had been consulting
all the way with regard to a possible bus shelter at Polyphant. Nothing
will happen that was against the wishes of the parents and the route would
not, therefore, be altered. This was unanimously supported by all present.
Another member of the public, Mr D Edwards, Lewannick, was concerned about
the number of large lorries who use Lewannick as a short cut. He felt
it necessary to raise public support for a weighting limit. The Chairman
gave Mr Edwards a precise of the lobbying that the PC and himself had
been doing on this matter. How a 30MPH speed limit had at last been introduced.
Tonight there was an area meeting at Trebullett. Unfortunately it coincided
with our meeting here tonight. But our County Councillor Ken Scoble was
attending that meeting and our concerns on many highway matters would
be raised. Mr Edwards asked what he could do to create awareness. It was
agreed that individual letters, rather than a petition, would help to
demonstrate the level of concerns within the parish.
The minutes of our previous meeting, which had been circulated, were proposed
by KW 2nd JN, all were in favour of their adoption with one amendment
by JP to the signage for Lewannick.
The Chairman welcomed our new councillor Chris Beckly to the meeting.
An item that appeared in the June newsletter was briefly discussed. It
was agreed that the Chairman would request that names and addresses be
printed with letters sent into the newsletter. KW also proposed that it
be minuted that the Clerk did a tremendous job and that the Council had
every confidence in the work that she did. This was seconded by JN and
all supported.
1. REPORTS
Lewannick Playground. The Chairman read out a report from
Cornhill, a copy of which had been forwarded to DP. DP stated that most
of the work was completed or in hand on the play apparatus. He said it
was essential that a new fence be installed. It was agreed that we would
request applicants to tender for a new fence within our next newsletter
asking that they contact DP direct.
Polyphant Playground. The Chairman read out a report again from
Cornhill in which it stated that the apparatus was satisfactory. A new
latch would be fixed to the main gate entrance.
Police Liaison Committee. -No report.
Lewannick School. JN reported that a new garden had been created.
There is no longer a requirement for a member of the parish council to
be a representative as a Governor. There is now a new governor known as
a Community Governor. JN enquired if we could help to pay for some new
signs for the Hard Play Area? It was generally agreed that we needed to
spend monies on a fence for the playground at Lewannick and we could not
support any further applications currently.
War Memorial. The Chairman reported that he had been in contact
with Mr Gynn who unfortunately was off work with a very bad back. However,
Mr Gynn was hoping to complete the work as soon as he was better.
Lewannick Village Hall. KW reported that there had been no
functions to report. The disabled toilets were going ahead and the committee
is looking at various grant sources.
2. MATTERS ARISING
2.1 Site Meeting at Polyphant - bus shelter. Correspondence from residences
at Hicks Mill. See above. It was agreed that the site meeting
and results thereof had been fully discussed when members of the public
had been present at the commencement of our meeting.
2.2 Highways. Report that they had inspected the road surface
from Two Bridges to Polyphant and it is their opinion that it is satisfactory.
3. RESPONSE TO DOCUMENTS
3.1 The Countryside Agency - Common Land. The Chairman briefly
discussed the plan and common land within our parish. He will take the
report home and it will be discussed further at our next meeting.
4. PLANNING
4.1 Alterations to roof to form dormer window to the rear of the property.
The Villa, Polyphant, LAUNCESTON. Mr and Mrs Day. Pro KW 2nd JN
all in favour that the application is supported. It is noted that KJ declared
an interest in this application and took no part in discussions.
4.2 Proposed addition to bedroom to covered way, 9 Medrow, Polyphant.
Mrs D Weaver. Pro by JN 2nd PS, all in favour that the application is
supported.

Rescission of S106 Planning Obligation which prevents connection to the
public sewer: Dingleys, Lewannick Mr and Mrs Ponting. The Council were
of the strongest opinion t hat all applications to date have been turned
down if they wished to be connected to the public sewer within the parish.
We need an explanation as to why this application has been allowed to
be passed and others not. Councillors present cound not believe that this
was happening. Pro RA 2nd JN that a letter is sent in the strongest possible
terms to NCDC>
5. FINANCE
5.1 Balances to date: Deposit account £1,987.61 and Current Account
£4,082.20.
5.2 Cheques were passed for payment as follows:-

6. CORRESPONDENCE
6.1 Mr O Withers following our AGM we are in receipt of a letter from
Mr Withers in which he points out:
Polyphant Youth Club - financial assistance requested ( we have already
done so and annually grant monies to the group.
Burial ground - during the course of the AGM it was agreed that an annual
maintenance grant would be awarded to the tree grounds: Polyphant, Lewannick
and Trevadlock.
Reporting of parish council activities - he was of the opinion that it
is a thin in that the Agenda and previous minutes are issued three clear
working days prior to the next meeting. (Actually the minutes/Agenda appears
during the weekend prior to our meeting). The Quality Parish and Town
Council Scheme page 14 states ... the minutes of the meeting must be published
(subject to any confidentiality requirements or statutory exemptions)
within 2 months of the meeting and Notices of the meeting must be publicly
displayed at least 3 clear days before each meeting. We, therefore, more
than meet the Quality Standards. It was agreed that no further action
would be taken on this issue.
6.2 Mr O Withers - acknowledgement of receipt of grant for £100
towards burial ground maintenance.
6.3 Leaflets from Enable and Cornwall's First Disability Awareness Day
- 20th July.
6.4 NCDC - Lists of additions and deletions.
6.5 North Cornwall Credit Union.
7. ANY OTHER business
7.1 IC reported an incident, which she had observed when two youngsters
were going at speed up Old Hill. It was agreed that we would report the
matter to Highways.
7.2 JP that the light on the public footpath to the primary school had
bushes growing through it. We would report the matter to CCC.
There being no further business the Chairman declared the meeting closed.
