Ordinary Meeting of Lewannick Parish Council held on Thursday 15 May 2003 at Lewannick Village Hall.

The Ordinary Meeting of Lewannick Parish Council followed the Annual Parish Meeting of which a detailed report is set out above.

There were two vacancies and four letters of application for the posts, namely, Tim Ellis, Chris Beckly, Kevin Jasper and Mike Day.

Election of Chairman Proposed by Cllr Ken White that Richard Allen continues as our Chairman. This was 2nd by Eric Sleep. The Clerk asked if there were any other proposals. There were none. It was agreed unanimously that Richard Allen continues as our Chairman.

Election of Vice Chairman Proposed by Chairman Richard Allen 2nd by Eric Sleep all were in favour that Patrick Sandercock continues as our Vice-Chairman. There were no other proposals Patrick elected to serve another term.

The four applicants for the position of Councillor vacated the room while a ballot took place. Kevin Jasper was unanimously elected to serve. A tie between Mike Day and Chris Beckly for the remaining position and a close third in Tim Ellis. The Chairman, who had the deciding vote, decided to flip a coin in order to fill the remaining post, which resulted in appointing Chris Beckly.

At this point, after the Chairman informed the applicants of the result, Cllr Kevin Jasper joined the meeting. Cllr C Beckly was not present.

The Clerk distributed the Declaration of Financial and Other Interest Forms for Existing Councillors to confirm there are no changes to their existing Declaration of Financial and Other Interests. A form will also be sent to Cllr C Beckly.

1. MINUTES OF THE PREVIOUS MEETING it was proposed by ES 2nd IC, all were in favour, that the minutes, as circulated be signed as a true and fair report of our previous meeting.

2. MATTERS ARISING

2.1 Our County Councillor informed us of two possible dates for a site meeting with Cornwall County Council representative and the driver for Darley Ford Travel. It was agreed that a meeting be arranged for Wednesday 21 May on the Green, Polyphant commencing 09.15hrs.

2.2 Cornwall County Council - Lewannick CP School The Supplemental Agreement in duplication was presented for execution by the PC. The Chairman signed the document, in the present of the Vice-Chairman. The two documents will now be forwarded back to CCC for their seal.

3. RESPONSE TO DOCUMENTS

3.1 NCDC - Housing Strategy 2003 - 2006 Two copies of this report were left on the table for general circulation and information.

3.2 CCC - Waste Local Plan March 2003 Copy left on the table for general circulation and information.

4. PLANNING

There were no applications for discussion but for information: -

2002/2539 - Demolition of existing lounge at upper ground floor level, excavate bank and erection of lounge at lower ground floor level with bedroom over at Rose Cottage, Polyphant, for Mr I McCutcheon. The application was refused.

2003/0426 John White, Conversion of barn adjacent to farmhouse to provide "Granny Annexe" accommodation with alternative use as holiday let in future. The application was approved.

5. FINANCE

The accounts were discussed during the course of our Annual Parish Meeting - see report above.

5.1 Invoices were presented for payment as follows:-

Proposed by RA 2nd IC all in favour that the above cheques are paid.

5.2 WEBSITE During the above report on Lewannick's Website it was recognised that the costs involved in maintaining this valuable site were quite heavy. It was, therefore, proposed that a grant of £100 be made.

5.3MAINTENANCE OF GRAVEYARDS WITHIN PARISH

During the Annual Parish Meeting it was recognised that the costs involved in maintaining the graveyards needs to be addressed. It was, therefore, proposed that an annual grant be awarded to Lewannick, Polyphant and Trevadlock. After discussion it was proposed by ES 2nd KW that a grant of £100 be awarded to each of the three areas. This was supported by all present.

The cheques for all of the above were signed by the Chairman, Richard Allen and counter-signed by Cllr Iris Curley.

5.4 Allianz Cornhill The report of the Play Area at Lewannick Village was discussed. A copy of the report will be sent to Dave Parnall so that the works can be completed to a satisfactory standard. The report on Polyphant was satisfactory although there was recommendations for a sign regarding the maximum child age suitability for the equipment, sign to prohibit dogs from the playgroup and a latch to be fitted to the entrance grate.

6. CORRESPONDENCE

6.1 Mini Rural - Sure Start North Cornwall will be holding an event in Lewannick on the 21 June from 10 - 2 for children under the age of four years and their families. They have written for our permission to hold the event. It was agreed that we would be delighted for the event to take place but, of course, the event needs to be insured by Mini Rural Sure Start. A letter to be sent accordingly.

6.2 Use the Tenant Line - Ways to Save energy . Information is a internet information service developed by NC Tenants Group as a way to disseminate important information, inc. how to save energy, how to get involved in tenants panels and important events and diary dates. www.thetenantline.org.uk.

6.3 `Out & About' NCDC Services to the Community A new service in which every household in North Cornwall will be sent a leaflet throughout June and early July.

6.4 Building Control and Planning Services - Newsletter.

7. ANY OTHER business

7.1 KW concerned about the speed of traffic going through the village of Lewannick. It was agreed that the Clerk would contact the Police so that they may use a speed gun for a while.

7.2 KW that we invite CC Graham Facks Martin to our meetings.

7.3 KW after discussing the height of the hedge by Werring's Newsagents members of the public present kindly agreed to carry out the cutting of the hedge on our behalf.

7.4 PS continue concern about the state of the roads into Polyphant. Clerk to advise Highways.

There being no further business the Chairman thanked everyone for attending, especially the members of the public who were present. He reminded Cllrs of our site meeting on Wednesday 21 May at 09.15hrs in Polyphant. Our next ordinary meeting will be held at POLYPHANT on THURSDAY 19 June commencing at 20.00hrs.
