MINUTES OF AN ORDINARY MEETING OF LEWANNICK PARISH COUNCIL held at Lewannick Village Hall on Thursday 20 November 2003 at 20.00hrs. The meeting was open to the public and the press.

ATTENDANCE:

Chairman: Cllr R Allen, Cllr I Curley, Cllr J Newbery, Cllr D Parnall, Cllr J Panter, Cllr P Sandercock, Cllr C Beckley, Cllr K White, Cllr E Sleep and Clerk.

APOLOGIES: Cllr K Jasper.

There was one member of the public present Mr O Withers. He raised the following queries:

On our Agenda there is a proposed Local Liaison Group meeting with Tarmac. Can the meeting be made public? Our Chairman will investigate. The matter is on our Agenda 6.10 for discussion.

Bus Shelter for Polyphant. Will this be included within our precept?

Finances for the proposed bus shelter at Polyphant will be incorporated within our projections for the vear 2004t05 and thirdly the Minutes for September and October are not on the

Lewannick Website. There are problems with the Website with regards to e-mails being received and the loading of information.

There being no further queries the Chairman commenced the meeting.

The Minutes of our meeting for October: which have already been circulated, were proposed by KW, 2nd by JNT alI were favour of their acceptance.

1 REPORTS

la. Lewannick Playground. The works have not been earned out as required by our insurers. It was proposed by PS 2nd KW all in favour that we would re-adverbse for tender.

lb. Polyphant Playground. There is nothing to report and it was agreed that we would not place this item on our agenda as an on-going matter.

1c . Police Liason. IC reported on a meeting on the 18 November in Launceston. The main issue covered the reorganisation of the Devon and Cornwall Police under a Government directive. The force is split into what are called Neighbourhood Teams under the overall charge of Chief Inspector Mark Webster for the newly designated area called East Cornwall. Under him Inspector Innes is in charge of the Neighbourhood Teams covering Launceston, Bude and Camelford. Our Neighbourhood Team Sergeant is D. Shepherd and our Constable is P C Turvey. When the scheme is fully operational there will be Neighbourhood Beat Managers responsible for specific areas who will make themselves known to Parish Clerks, key figures in the communities and Neighbourhood Watch Co-ordinators. There is a new non-emergency police contact number - 0845 2 777 444, calls to be charged at local rate. Crime is down overall in the country and figures have been broken down for clarity into Neighbourhoods. Cornwall is still one of the sefiest places to live in spite of the on-going major incidents investigations.

1d. War Memorial.

The Chairman was pleased on how well attended the Remembrance Service had been. It was suggested that the Councillors should follow en bloc to the War Memorial in future. It was also agreed that the afternoon tea was a great success and should be repeated in the future.

1e Lewannick Village Hall and Disabled Facilities. KW reported that he had made an application to Pirate FM and was awaiting a response. A 50/50 had recently made £100 and a skittles tournament is planned in the near future.

2. MATTERS ARISING

2.1 Blaunder's Well - Lewannick. JN declared an interest before a discussion took place on this matter. The Chairman read out a letter received from CCC. It states that as the path is not recorded as a Public Right of Way on the Definitive Map the CC is unable to spend public money on maintaining it, nor can we use the Local Maintenance Partnership

7.1 KW Slip road Two Bridges. The gutter is deep and full of leaves request to report to Highways.

7.2 JN - Community Governor reported that the children enjoyed planting the bulbs. The school had recently received a Gold Award for their sports achievements.

7.3 IC concern from two residents that there had been two narrow escapes on the junction from Medrow to the Green as a result of cars travelling too fast to Bowden Derra. It was agreed that we would ask Highways to investigate and possibly re-mark the road junctions there.

7.4 IC a complaint from a resident about the recent Hunt Meeting. Apparently it had blocked the access for a period and had coincided with the library visit in which there was no space for the van to park. The resident had queried why the horses/pack were on the Green and apparently cutting the Green up. A general discussion took

place but it was felt that The Hunt is a long standing tradition.

7.5 Bus Shelter. It was agreed that this would be placed on our Agenda for December.

There being no further business the Chairman declared the meeting dosed. Our next meeting will be held on Thursday 18 December at Lewannick commencing 20.00hrs.
