LEWANNICK PARISH COUNCIL met at Polyphant Village Hall on Thursday 16 October 2003 at 20.00hrs. The meeting was open to the public and the press.
ATTENDANCE:
Chairman: Cllr R Allen Cllr J Newbery, Cllr D Parnall, Cllr J Panter, Cllr P Sandercock, Cllr K Jasper, Cllr C Beckley, Cllr K White and Clerk. C. Cllr G Facks-Martin.
APOLOGIES:
Cllr I Curley and Cllr E Sleep.
The Minutes of the previous meeting, which had been circulated, were proposed by KW 2nd JN all were in favour of their adoption.
1. REPORTS
1.1 Lewannick Playground. The works that need to be carried out at the playground have not yet been started. It was proposed by PS, 2nd JN, all were in favour, that we would inform the current applicant, Mr Canarn, that he has until the second week in November to commence the repairs or alternatively we would need to go back to other applicants. At present there are signs in place warning that the equipment is not safe to play on as required by our insurers. JN reported that the litterbin was now being emptied on a regular basis.
1.2 Polyphant Playground. No report.
1.3 Police Liaison. No report.
1.4 War Memorial. The Chairman commented on the bulbs being planted by the school children at Lewannick. He proposed that a letter of thanks be sent to Fernley Jasper for the kind gesture in donating the bulbs which was seconded by JN and all were in favour. The Rural Dean will carry out the re-dedication service on Remembrance Sunday at 3pm. It was agreed that we would formally invite all the people who have helped to restore the memorial. (Mr Sanders, Mr Gynn, Mr K Moore and Mr T Cayzer). The Chairman asked that light refreshments be served after the Service.
1.5 Lewannick Village Hall. The disabled facilities were discussed and it was agreed that we would support their application for grant aid from CCC. KW reported on a number of activities that are being organised including 50/50, Jumble Sale and Skittles. PS had heard that Pirate FM was giving grants for village halls and KW will pursue. It was proposed by RA 2nd JN all in favour that we will include the village hall within our budget precept, which will be on the agenda for our November meeting.
2. MATTERS ARISING
2.1 Speeding traffic - Lewannick Village. We have at last formally received correspondence from Devon & Cornwall Constabulary in which they have apologised for the delay in replying. They will be monitoring the traffic flow and using speed detection equipment within our parish very soon.
2.2 Bowden Derra - traffic control. We have received a letter from Mr D Cash noting our concerns and he is looking into the matter and will take the appropriate action.
2.3 Erection of chain-linked fence across Common Land. NCDC acknowledge receipt of our letter and Mr C Leggatt, Planning Investigation, will report back to us in due course.
2.4 Fencing Off of Common Land. NCDC acknowledge receipt of our letter and Mr C Leggatt, Planning Investigation, will report back to us in due course.
3. RESPONSE TO DOCUMENTS
4. PLANNING
4.1 2003/02127 Listed Building Consent for the replacement of windows on front elevation of farmhouse. Trevadlock Farm. Pro KW 2nd PS all in favour that the application be supported.
4.2 For information: Alterations and extensions, North Lodge, Bowden Derra, Polyphant for Mr and Mrs D Cash. RA read out the contents of their letter.
4.3 For information: Appeal by Mr J White on land at Trelaske Barton, Lewannick. RA read out the contents of their letter.
4.4 Airwave. Correspondence and planning matters for an application that is not within our parish therefore we were unable to comment.
5. FINANCE
5.1 Balances to date: - Rec. Fund £1,069.57. Current Account £1,236.00, Deposit Account £2,304.12 and Reserve Account £400.00.
5.2 Cheques for payment were presented as follows:

6. CORRESPONDENCE
6.1 NCDC Food and Safety News. Left on the table.
6.2 David J. Gynn. Letter of thanks was read out by RA.
6.3 CCC - Changes to work arrangements in the East Planning Transportation and Estates, CCC.
6.4 Patrick Powell. RA read out letter received. It was agreed that no action would be taken.
6.5 Mr Werring. Blaunders Well. RA read out letter received in which he enquired if the Council have plans to improve public access to and awarenes of this neglected part of our heritage. Pro by RA 2nd PS all in favour that w write to CCC, Public Rights of Way for their advice.
7. ANY OTHER business
7.1 JN enquired when the bench towards Callington would be repaired. KJ will organise the repair. The bench for Polyphant was also discussed and it was agreed that the new seat would be installed in the spring thus protecting it from the winter weather.
7.2 PS asked that the bus shelter for Polyphant be put on the Agenda for November. JN commented that children were sitting three to a seat, which illustrates that an extra bus may well soon be required.
7.3 PS reported that the Fire Brigade had received a 999-hoax call. The call had been made from Polyphant Telephone Box. It was agreed that we would mention this in our newsletter.
7.4 KW reported that the school bushes were growing through the fence at Lewannick. JN will report.
7.5 KW had also received an enquiry for an allotment.
7.6 DP still concerned about the lack of hedge cutting. We will again mention this within the newsletter and report the matter to Highways.
7.7 JP. The hedge from the Church to Craigstone Cottage also needs to be trimmed back. Clerk to write to Highways.
7.8 JP. Dog fouling behind the Church was becoming a hazard. KW discussed how it was necessary to catch the offenders. In the meantime we will alert the Dog Warden.
There being no further business the Chairman declared the meeting closed. Our next meeting will be held at Lewannick Village Hall on Thursday 21 November commencing 20.00hrs.
