MINUTES OF AN ORDINARY MEETING OF LEWANNICK PARISH COUNCIL HELD AT LEWANNICK
VILLAGE HALL ON THURSDAY 19 FEBRUARY AT 20.00HRS. THE MEETING WAS OPEN TO THE
PUBLIC AND THE PRESS.
ATTENDANCE:
Chairman Cllr R Allen, Cllr E Sleep, Cllr J Newbery, Cllr D Parnall, Cllr
K White, Cllr C Beckly, Cllr J Panter, C Cllr G Facks-Martin, Cllr I Curley
and Clerk.
APOLOGIES:
Cllrs P Sandercock and K Jasper.
There were no members of the public present.
The Chairman asked that all Councillors stand and a Minutes silence followed
in memory of one of our past Chairman Neil Hobday.
The Minutes of our previous meeting, which had previously been circulated,
were proposed by KW 2nd JN, all were in favour of their adoption
as a true and fair view of our previous meeting.
- REPORTS
- Lewannick Playground.
No report.
- Lewannick Village Hall.
KW reported that they were in the process
of applying for grants for improvements to the hall. He reported that the
current financial situation of the LVH was fair thanks to the strong support
from the committee.
MATTERS ARISING
2.1 Cornwall County Council Local Maintenance Partnership 2004/05. The
Chairman read out a letter from CCC regarding the network for 2004/05. A
copy of the letter and map will be sent to our contractor so that the route
of the various paths within our parish can be prioritised.
DOCUMENTS
- North Cornwall District Council Code of Conduct.
The Chairman
read out a letter received from Miss Lloyd-Jones regarding the Code of
Conduct. An update regarding the model Code of Conduct for Local Authorities
requires that a Member with a prejudicial interest in a Committee matter
had to withdraw from the Council Chamber when the matter was being considered.
This applies to all members of the Council, not just those on the decision
making committee. The Court also stated that a Member could not attend
in a personal capacity as a private individual in such circumstances. The
second point relates to Councillors who are Freemasons. There has been
a new ruling from the Standards Board: which has clarified the situation
and means that all Councillors must now declare their membership of the
Freemasons.
PLANNING APPLICATIONS
- No 2004/00161 Full Planning Delegated By Officers Erection
of sun lounge to care unit, Bowden Derra, Polyphant. Mr and Mrs D Cash.
JN declared an interest in this application.
Pro by KW 2nd RA all in favour that we support the application.
NCDC Town & Country Planning Act, 1990. Appeal by Mr J White. On
land at
Trelaske Barton, Lewannick, Launceston. A copy of the appeal decision
in respect of the application was left on the table (4 pages) for Cllrs to
peruse.
FINANCE
The balances to date stand at £170.64.
Cheques for payment were made out to:

Pro RA 2nd IC all in favour of their payment.
CORRESPONDENCE
6.1 NCDC Council Tax and Second Homes.
The Chairman read out
a letter from NCDC regarding second homes. They confirm that all of the Councils
in Cornwall have formally agreed to reduce discounts on second homes from 50%
to 10% and to remove discounts altogether on long term empty homes.
6.2 Launceston Partnership & Forum Left on the table.
- Second Homes/Affordable Housing Survey. A survey for Crantock Parish
Council was completed by the Cllrs present into the concerns of second
homes in the area.
- The Objective One Partnership for Cornwall and Scilly.
Left on the
table.
- Playwise
information on play equipment left on the table.
- Neighbourhood Watch Mr Derek Bidwell.
Copies of a letter from
Mr Bidwell were circulated to all councillors. He had attended two meetings
recently arranged by the Devon & Cornwall Police Authority. The Neighbourhood
Beat Manager is WPC 4425 Claire Campbell Mobile 07779038253. IC commented
that she had forwarded a list of names, addresses and telephone numbers
to Mr Bidwell when he took over as the leader of the Neighbourhood Watch
for our Parish.

letter from the PC requesting sponsorship
for a trek of the Great Wall of China in aid of Cancer Research UK. It
was agreed that we would write back wishing him success for his walk. However,
we would be unable to sponsor him.
- ANY OTHER business
7.1 IC
queried the excavation to the side of The Lodge at Polyphant,
which was part of a public right of way. Also: the conclusion to the fences
over Common Land.
- JP
queried the hedge outside of Craigstone Cottage: which still has
not been cut and is now causing vehicle damage.
- RA
queried the proposed date of our A G M. He will be away during
the third week of May. It was agreed that the G M will be held on the 13
May and that we would invite all the organisations within the parish to
attend or send in an annual report.
There being no further business the meeting was declared closed. Our next
meeting will be held on THURSDAY 17 March at 20.00hrs at LEWANNICK VILLAGE
HALL.
